Just a guess, but usually when plants fail consistently, they are not getting enough water.
Read, Read, Read. That is how I got successfully started with my gardening. Also, there is alot of trial and error involved. Some pants I can grow well and some I cannot. It depends on how much you fuss with your garden. When you buy plants they have tags in them to tell you how much sun, water, etc. The internet is full of information or plants, soil, etc. You could hire a landscaper to help you get it started but I would be as much hands on as possible. That way you can learn what to do and reap the rewards or a beautiful garden!!!
Have the soil checked and try again. The flower bed is yours and you can do this. You just have to get the soil levels in line. You can buy a test kit and test it yourself.
I would add ORGANIG materials, such as manure, peat Moss, & Pelletized chicken compost. Water is not the answer.
