    Tall fescue is a variety of grass. Gypsum is used to condition soil. Based on those two facts, your question doesn’t make sense.

    Gypsum softens clay soils.

    Tall fescue’s roots grow quite deep, provide the best drought resistance. Gypsum breaks up clay soils. if that is the type of soil you have, add gypsum. Then plant tall fescue seed.
